Description
NASA Ames Research Center is releasing a Draft
Acquisition Plan (DAP) via the ARC Business Opportunities homepage.
The DAP will offer more detail into the Government's planned strategy
for acquiring services for the Simulation Laboratory Facilities. The
DAP will be for information and planning purposes to allow industry to
better understand and comment on the acquisition strategy, and to
promote competition. The DAP will allow time for industry to comment
or ask questions concerning any aspect of the acquisition.
The resultant contract will provide for contract services for the
Simulation Laboratory Facilities located at the National Aerospace and
Space Administration (NASA) Ames Research Center. The work to be
performed will provide operations, development, maintenance, and
modification of the Simulation Laboratory Facilities. The services
required include the responsibility to plan the appropriate resources
to support the design, development, integration, testing and execution
of experiments, and produce required deliverables necessary to provide
the researcher with the pilot evaluations and supporting data (and/or
other deliverables, e.g., hardware) specified by research requirements
defined in Contract Task Orders (CTOs).
The Government is contemplating the award of a performance-based
contract that is a hybrid Cost-Plus-Fixed-Fee (CPFF)/Cost-Plus-Award-Fee
(CPAF) Contract.
The small business goals that will be included in the solicitation are
yet to be determined, but will include the following categories:

All responsible sources may submit, in writing, their company

Opportunities homepage.
All questions must be submitted in writing (e-mail or fax).
Telephone questions will not be accepted.
No solicitation exists; therefore, do not request a copy of the
solicitation. If a solicitation is released it will be synopsized
in FedBizOpps and on the NASA Acquisition Internet Service. It is
the potential offerors responsibility to monitor these sites for
the release of any solicitation or other documents relating to
this
procurement.
