WOODROW WILSON BRIDGE PROJECT
Project Overview
 
CONSTRUCTION PROGRESS
(All future construction dates subject to change)

BRIDGE REPLACEMENT

Dredge Contract completed February 2001 ($15 million)

Bridge Foundations Contract to Support the New Bridge’s 17 Pier - started May 2001/completed July 2003 ($125 million)

Bridge Draw Span Contract started in February 2003/scheduled completion in mid 2008 ($186 million)

 x Involves construction of the draw spans and two arches for the new twin bridges (Inner & Outer Loops).

x Formwork for Outer Loop span is currently underway and progressing from south to north.

 x Majority of construction will occur on the Potomac River.

 Virginia Approach Contract started in April 2003/ scheduled completion in mid 2008 ($115 million)

  x Involves construction of the new twin bridges over land.

  x Ten new foundations will be built at five pier locations to support six new bridge arches.

Maryland Approach Conract started in June 2003/scheduled completion in mid 2008 ($191 million)

x Involves consruction of the new twin bridges over water.

x One new foundation will be built; nine new bridge arches will be completed.

INTERSTATE 295 INTERCHANGE

Ground Improvement at Maryland Shoreline Contract started August 2001/scheduled completion in late 2004 

x Involves strengthening soil on south side of I-95 North/Beltway between Rosalie Island near the Maryland shore 

x Temporarily adding levels of new soil to compress the existing ground.

x Finished ground will be elevated approximately 30-feet higher than the Capital Beltway.

x Work is more than 89 percent complete.

I-295 Overpass Ramps to and from Maryland 210 (immediately east of the bridge) Contract started December 2001/scheduled completion in early 2004 ($42 million)

x Involves replacing existing “s-curve” ramps with longer overpasses to accommodate the wider future Beltway.

Work includes building six new bridges and four retaining walls.

x Completed the new construction of a new MD 210 to I-295 northbound overpass; currently building a new MD

RT-210 to I-295 southbound  overpass. Both new overpass ramps to open in late 2003.

x Work is more than 68 percent complete.

Widening of I-95N/Capital Beltway (Outer Loop) and Southern Access Ramps Contract started in December  2002/scheduled completion in mid 206 ($45 million)

 x Involves building access ramps to and from the National Harbor development, as well as widening I-95N/Capital

Beltway (Outer Loop) to match new bridge and allow for interim shifting of existing Beltway traffic to new six-

lane southern bridge (Outer Loop), while new six-lane northern bridge (Inner Loop) is being constructed.

x Work includes building 11 new bridges and six retaining walls.

U.S. ROUTE 1 INTERCHANGE

Ground Improvement Contract between Telegraph Road and U.S. Route 1 started December 2001/scheduled completion in mid 2004 ($34.5 million)

x Involves strengthening soil adjacent to the existing Capital Beltway where the wider Beltway will be built.

x Two soil stabilization methods being used: 1) Temporarily adding levels of new soil to compress the existing         Ground; 2) Injecting cement and mixing it with existing ground.

x Work is more than 80 percent complete.

Demolition of Hunting Tower Building Contract started July 2003/completed April 2003 ($988,000)

First Phase of U.S. Route 1 Interchange “Tie-in” Contract started in February 2003/scheduled completion in late 2007 ($55 million)

 x Involves replacing the existing Washington Street overpass with a longer overpass to span the wider Beltway.

 The new overpass will feature four lanes bordered by wide sidewalks, a bike/pedestrian path and extensive     landscaping.

x In early August 2003, Washington Street will be reduced temporarily from four lanes to three lanes from

Hunting Creek to across the overpass. A reversible lane will provide two lanes to accommodate the morning and       evening rush hours, as is currently available.

x Also involves widening I-95N/Capital Beltway (Outer Loop) to match new bridge and allow for interim shifting of existing Beltway traffic to new six-lane southern bridge (Outer Loop), while new six-lane northern bridge  (Inner Loop) is being constructed.

x Currently removing two office buildings and three low-rise Hunting Terrace Apartment Buildings, constructing    replacement parking and relocating temporarily a bike trail.

Southern Ramp Bridges of U.S. Route 1 Interchange Contract started in June 2003/scheduled completion in mid 2005 ($38 million)

 x Involves building bridges over Cameron Run and Hunting Creek to align with the widened I-95N/Capital  Beltway (Outer Loop).

x Also will build ramps connecting U.S. Route 1 and I-95/Capital Beltway.

ADVANCED INTELLIGENT TRANSPORTATION SYSTEMS (ITS)

ITS Contract started in November 2002/scheduled completion in late 2003 ($1.5 million)

 x Involves building and installing overhead message signs on the I-95/Capital Beltway within the Project area.

CONSTRUCTION & PRINCE GEORGE’S COUNTY

 All major construction projects have unavoidable impacts on local communities, and the Wilson Bridge Project is no exception. By working closely with Prince George’s Count officials and other interested residents, our goal is to address and manage those impacts, thereby minimizing adverse effects on the county’s quality of life.

Construction Affecting Prince George’s County

Reconstruction of overpass ramps that connect I-295 and MD 210 requires occasional lane, shoulder and ramp closures during non-peak travel times. Pile driving is required to build foundations for these overpass ramps. Other activities include transport of large equipment, hauling/placing of construction material.

Construction of new I-295 South ramps to the future National Harbor development begins in Spring 2003. Road construction will be evident to neighboring residents, including movement of heavy equipment, materials and truck deliveries.

Building the new bridge requires construction activities on the Maryland shore and Smoot Cove. 

Prince George’s-Sensitive Construction

In close consultation with Prince George’s County elected officials and staff, the Project has developed several initiatives to ease construction impacts, including:

Confinement of Construction ActivitiesMany activities that support construction are confined to fenced-in staging areas located near the Maryland shoreline, immediately south of the existing bridge and along I-295 Interchange and on both sides of the Capital Beltway.

 Designated Haul Rates – Workers and trucks must use Oxon Hill Road, MD 210 and the Capital Beltway. Residential roads are off-limits for parking of construction trucks and field personnel.

 Hours of Operation – The majority of construction will occur during daylight hours (sunrise to sunset) Monday through Friday, though some weekend and overnight construction will be required. Contractors have been advised to make practical efforts to confine noise-generating activities to daylight hours. Sunday work will be permitted only if essential to maintain the schedule.

 Noise Restriction in Sensitive Areas – In construction areas near residential neighborhoods, several noise restrictions apply. South of the Beltway and I-295, pile driving will only be permitted between 8:00am and 6:00pm, Monday through Friday, from 9:00am to 6:00pm on Saturdays, and no pile driving is permitted on Sundays.

 To reduce the noise generated by safety back-up alarms on construction vehicles, contractors are advised to minimize the need for vehicles to back-up by attempting to circulate within construction limits.

 Reducing Vibration Effects – To protect nearby residents, efforts are made to minimize vibration effects from construction activities. Construction techniques that create major vibration are prohibited close to residential neighborhoods, and sensitive areas will be monitored wit seismographs during critical operations.

 Early Construction of Sound Wall When construction activities in the MD 210 Interchange area begin, an early action item will be construction of sound walls.

 Privacy Fence – An ornamental privacy fence will be erected to buffer residences from construction of ramps and the National Harbor development.

 Controlling Dust in Neighborhoods – Dust is controlled b active use of water trucks and hoses on haul roads and within work sites.

 Commitment to the Environment – Full-time, on-site construction inspectors evaluate protection of the natural environment through ongoing monitoring of contractors’ compliance with federal, state and local guidelines and permits.

 Communication with Directly Affected Communities – Targeted outreach efforts, including personal phone calls and locally-distributed flyers, facilitate information sharing with communities that neighbor Project construction areas. On an ongoing basis since 1998, we have met with a core of citizen stakeholders to discuss a variety of timely issue. The meetings are open to all interested citizens, with meeting times and locations posted at www.wilsonbridge.com.
