fedXccel Newsflash! NASA To Consolidate IT Infrastructure Services Procurements into 5 New Contracts
NASA announced a major initiative to consolidate Information Technology (IT) Infrastructure management around 5 new contract vehicles to be released for public comment in a few months. NASA officials provided details about the new strategic sourcing initiative titled Information Technology Infrastructure Improvement Program (I3P) at an Industry briefing in Washington DC on July 23rd 2008. The five new contracts to be awarded in 2009 are grouped by specific areas of performance as described below: 1. Communication Services - This includes activities related to management and operation of NASA’s computer networks including the 3 WAN’s (Wide Area Network), and over 20 LAN’s (Local Area Networks) that support over 156,000 devices. The lead agency for executing this contract will be the Marshall Space Flight Center (MSFC). 2. End-User Services - All desktop, laptop and PDA related services shall be provided using the End-User Services contract. NASA has over 62,000 users with an installed base of 80,000 desktops/laptops and 8,000 PDA’s. The lead agency for executing this contract shall be the NSSC (NASA Shared Services Center). 3. Data Center Services - This contract shall cover all activities related to the management and operation of NASA’s data centers that currently include 3 Enterprise Data Centers (EDC) and 75 Smaller Data Centers with over 15,000 Servers and 4,500 hosted applications. Significant activity around data center consolidation and streamlining of operations is expected. The lead agency for this effort is yet to be identified. 4. Web Services - NASA currently has over 8,000 websites hosted on 800 servers. The Web Services contract shall provide management and operation services related to consolidating the hosting platform to provide better control and implement uniform security policies amongst others. The lead designated agency for this contract is the Goddard Space Flight Center (GSFC). 5. Enterprise Application Services - This contract shall include services related to meeting enterprise application needs like Identity Management, and User Credentialing amongst others. The designated agency for this contract is the Marshall Space Flight Center (MSFC). NASA officials stressed the need to provide greater returns on investment through better efficiencies and removing duplication to meet continuing mission and budget related challenges as key drivers for the consolidation initiative. NASA IT Executive, Mr. Mike Bolger, highlighted the organization’s desire to consolidate IT Infrastructure management by using standards like ITIL and relying on “best of breed” suppliers. The anticipated timeline for the acquisition is as follows - Aug 2008 - Request for Information for soliciting Industry Feedback Nov 2008 - Release of Draft RFP Jan 2009 - Final RFP Apr 2009 - Proposal Submission/Evaluations Sep 2009 - Contract Award NASA stated that no determinations with regard to Small business setasides had been made, but it was possible that one or more of the identified contracts could be limited to Small businesses. Other alternatives with regard to the acquisition planning and sourcing strategies were still in the discussion phase. Mr. Glenn Delgado, Assistant Administrator for the Office of Small Business Programs advised Small businesses to stay in close contact with their Small Business Specialists.
