NOTES:

This position is located in the Infrastructure, Budgets and Contracts Division within the Department of Compact Implementation.

This is a career ladder position. The incumbent may be promoted to the Senior Program Officer, MC-301-04, without further competition. MCC is not making a commitment and is not obligated to provide future promotions to you if you are selected. Future promotions will be dependent on your ability to perform the duties at the higher pay band and the continuing need for an employee to the higher pay band.

Employment is contingent upon satisfactory completion of a background investigation, granting of a federal security clearance, and ability to pass a drug test.

DUTIES:

Experience in the identification and recruitment of external resources, including independent consultants, consulting firms, and institutions such as universities, to perform consulting services in support of the mission of MCC.

Experience assisting technical specialists with all stages of the procurement cycle, including the drafting of technical specifications for inclusion in solicitation documents, independent government cost estimates, evaluating proposals, drafting task orders, assessing submittals from pre-qualified service providers, finalizing scopes of work, executing consultant agreements.

Experience in inputting data into a database summarizing qualifications, sector and geographic experience of consultants and generating reports as needed.

Experience in reviewing contractors billing, expense reporting, record keeping, and travel arrangement coordination for external consultants.

Experience in tracking report inputs and outputs of external consultants, and ensuring compliance with contractual terms; organize, administer, and maintain staff evaluative feedback on external consultant performance.

Experience working in a team environment.

SCREEN OUT ELEMENT(S):

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Qualifying experience for Pay Band 05 includes one year of specialized experience comparable to the GS-7 or an equivalent level, which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are researching and analyzing established administrative issues; acting as liaison with individuals and groups both inside and outside an organization regarding administrative and/or organizational matters; and preparing a variety of written documents, such as staff papers, status reports, or policy recommendations.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirement for Pay Band 05 may be met by two (2) full academic years of graduate level education or completion of all requirements for a master's or equivalent graduate degree, or completion of all requirements for an LL.B or J.D. degree.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.

BASIS OF RATING

Candidates who meet the basic qualification requirements for this vacancy will be rated according to Category Rating Procedures. This means that candidates will be assigned to a pre-defined quality category based on their application and veteran preference. Generally, only candidates in the top quality category will be referred to the hiring manager.



Individuals with veteran's preference will be placed ahead of other applicants within each rating category. Preference-eligible veterans who have at least a 10 percent compensable service-connected disability, and who have met the basic qualification requirements, will be placed ahead of other applicants in the highest category for all but professional and scientific positions at the GS-09 or equivalent and above. For this type of position veterans will be placed ahead of other applicants in the category to which they are assigned based upon rating of their application.



There may be two or three quality categories: If three, they will be Highly Qualified, Well Qualified and Qualified. If two, they will be Highly Qualified and Qualified.

DUTIES:

This position is located in the Bureau for Foreign Assistance, U.S.. Agency for International Development. Under the direction of the Chief Operating Officer, FA, has general responsibility and authority for all activities to be carried out by the Office of the Director of U.S. Foreign Assistance to efficiently achieve specified foreign assistance goals and objectives. Evaluates current and proposed programs and operations and recommends action to initiate, modify, or discontinue projects as needed.

Helps lead the development of the USAID/State foreign assistance budget. Coordinates consolidated foreign assistance budget reporting by USAID and the Department of State. Recommends, for approval by the Chief Operating Officer, the strategic allocation of foreign assistance resources. Coordinates with the Department of State and USAID’s Chief Financial Officers to ensure appropriate financial management of foreign assistance activities.

Translates new legislation into program goals, actions, and policies, interpreting the impact of new legislative requirements on agency programs. Serves as USAID representative and in collaboration with State counterpart formulates new policies and programs. Provides management and consulting services to top executives of both State and USAID on change management and internal business process improvements to improve the effectiveness of major operations and functions.

Establishes and maintains effective working relationships with various high-level individuals, including Members of Congress and their staff, other legislative and executive agencies, executives of major corporations, and distinguished members of the public; and maintains close and cooperative working relationships with USAID and Department of State management and officials, government agencies, and other institutions with related interests, in order to advance the programs and objectives of USAID and State.

DUTIES:

Performs or assists in conducting audit evaluations such as reviews, surveys, studies, analyses, or examinations of programs or activities, to provide information to managers for decision making purposes; for use in making recommendations for improvements to programs, policies, or procedures; and for use in taking administrative action.

Provides analysis and advice on financial matters to program officials, managers, and resource administrators. This position serves as a technical advisor in the pharmaceutical, biological and physical sciences. The incumbent evaluates and synthesizes complex scientific data on abuse and diversion potentials, as well as the licit and illicit uses of drugs and chemicals. Recommends pertinent DEA policy and regulatory, legislative, and scheduling responses to the diversion, trafficking and/or abuse of drugs and chemicals. Evaluates existing data sources, defines requirements, and investigates new data sources. Recommends data sources, and obtains essential information to provide policy guidance on domestic and international drug and chemical control matters.

Represents DEA on inter-governmental and other committees, formulates agency responses to new drug abuse or drug and chemical diversion problems. Recommends scientifically defensible positions, presents and defends DEA's position outside the agency.

ODE grants authority to all DEA registered manufacturers to manufacture controlled substances through its administration of the quota system. Incumbent works as part of a team in the administration of quotas.

KNOWLEDGE, SKILLS, AND ABILITIES:(The KSAs below may not apply at all grades)

The USAID mission is part of a larger US Government (USG) and international community efforts to assist the people and Government of the Islamic Republic of Afghanistan (GoIRA) recover from years of conflict and neglect. In recent years, Afghanistan, with the help of the broader international community, has made remarkable progress on many fronts towards this recovery. However, many of the root causes of conflict, insecurity and political instability in Afghanistan remain unaddressed. Widespread poverty; mistrust and imbalance of power between Afghanistan?s many diverse ethnic communities; slow progress on demobilization, external extremist influences and the black market economy of opium production and trade combine forces to require new and innovative ideas for development assistance to work.

USAID?s mission in Afghanistan is to support the rapid transition of Afghanistan to a more stable and productive state through the promotion of democracy, rule of law and sustainable economic and social development that is responsive to citizens? needs. The core vision of the Alternative Development and Agriculture office and premise of the Alternative Development Program (ADP) is that by increasing licit and commercially viable agriculture-based alternatives for the rural populations of Afghanistan, the cultivation of poppy cultivation will be significantly reduced and ultimately eliminated. According to the United Nations Office of Drugs and Crime (UNODC) Afghanistan Opium Survey 2007, ?14.3% of the total population is involved in opium poppy cultivation. In 2007, the survey estimated that 509,000 families were involved in opium poppy cultivation compared to 448,000 families in 2006 (a 14% increase). Given an average of 6-7 members per family, this represents an estimated total of about 3.3 million persons, or 14.3 % of Afghanistan?s 23 million population.? ADAG supports one of the five pillars of the USG Counter-narcotics Strategy which in addition to alternative development includes public information, poppy elimination and eradication, interdiction and law enforcement operations, and justice reform and prosecution. As a contributor to this core strategy, USAID works in close collaboration with the Provincial Reconstruction Teams (PRTs) (medium-sized military compounds located in various provinces of Afghanistan), State/Bureau for International Narcotics and Law Enforcement Affairs (INL), Afghan and broader donor community involved in counter-narcotics. The overall mission of the USAID ADAG office is to increase incentives that promote licit and sustainable commercial agriculture and related agribusiness in poppy provinces and thus help local economies transition away from dependency on illicit opium production and sales. USAID/Afghanistan is a fast paced and at often high-stress environment. Working in Afghanistan will afford the incumbent the opportunity to work and coordinate activities with other donors and major actors in the field of development, including the World Bank, various UN Organizations, DfID, U.S. State Department and other U.S.G. agencies, the Asian Development Bank, various military groups (national, international and multilateral), and others. ADAG manages a diverse portfolio of agriculture, agribusiness, and natural resources management activities which in FY 2007 totaled over $296 million with an annual estimated budget of over $140 million. ADAG/Kabul is currently staffed with five USDH Foreign Service Officers, one Foreign Service Limited Appointee (FSL), five FSNs, one TCN, one USDA PASA, and three USPSCs. Afghanistan offers the opportunity to work at the early and dynamic stages of development and be a part of Afghan nation building from the start. The incumbent, in addition to having the technical abilities to complete their assigned tasks, must be adaptable, self-starter, a contributing team member, willing to work long hours when required, willing to provide coverage whenever needed outside their core portfolio, willing to travel to the provinces despite required security precautions, be both time and security conscious, be diplomatic in their USG interagency interactions, and be culturally aware and sensitive.

.Major Duties and Responsibilities:

1. Program Development and/or Management:

Develops, oversees, manages, and evaluates ADAG programs in areas such as (but not limited to) market development, agriculture production and processing, capacity building, natural resource management, and research and extension. Participates and assists in the development of plans and programs for technical assistance, capital assistance, and other activities within the sector. Accomplishes work related to the conceptualization, design, documentation, and/or management of centrally managed programs/projects related to ADAG?s core functions. Develops concept papers, project authorizations, and project amendments, in line with Agency regulations and guidance. The incumbent will be responsible for CTO and/or Alternate CTO duties as assigned and as staffing fluctuations require on various ADAG programs.

2. Staff and Office Management:

Manages as assigned (or as acting) variously several junior and mid-level USDH Foreign Service officers, five FSNs, one TCN, one USDA PASA, and three USPSCs in their daily work, develop work objectives, provide mentoring and skill development for staff, and conduct annual performance evaluations. Helps to develop and maintain ADAG annual budget and procurement work plan for various portions of an estimated total program budget of $296 million.

3. Sector Advisor:

As a technical resource and advisor, the incumbent advises on and backstops foreign development assistance activities for Afghanistan in many of the broad ADAG sectors discussed above. He or she supports activities within these sectors by reviewing and analyzing data and providing assistance and advice on issues related to food safety and quality standards, agriculture marketing and value chain, product grades and standards, environmental impact assessments and issues, and capacity building. Incumbent assists in formulating, coordinating, and managing strategy, policies, concepts, procedures, guidelines, and models for establishing programs in the agriculture sector. Analyzes constraints to development, not only sector-wide but province and/or country-specific as well, and recommends courses of action. Coordinates assigned activities with other USAID organizations, various offices of the Department of State, other USG agencies, and the private sector within Afghanistan. Serves as a technical resource, assisting in the planning for a broad range of ADAG activities, including identifying opportunities for integrating development assistance principles with other economic growth, infrastructure and workforce development and democracy and governance sector programs; participating in the formation of policies and guidelines to further ADAG activities in Afghanistan; and, coordinating program development, implementation, and performance monitoring plans. Acts as a liaison with counterparts in other USAID regional and central bureaus, on behalf of the organization, to develop agency-wide policies, strategies, performance indicators, assessments, and evaluations of programs.

4. Plans or Accomplishes Special Projects

Performs a variety of duties related to special projects involving program issues that contain complicating elements. Manages special crosscutting initiatives and issues and task force groups to accomplish programmatic goals, for example in the areas of environment, gender, youth, etc. These groups may review specific programs at the organization or develop new initiatives in various program areas.

The USAID mission is part of a larger US Government and International Community intervention to assist the people and government of the Islamic Republic of Afghanistan. In recent years, Afghanistan, with the help of the international community, has made remarkable progress on many fronts. However, many of the root causes of conflict, insecurity and political instability in Afghanistan remain unaddressed: widespread poverty, ethnic mistrust and imbalance of power; slow progress on demobilization, and external extremist influences.

USAID?s mission is to support the rapid transition of Afghanistan to a more stable and productive state through the promotion of democracy, rule of law and sustainable economic and social development that is responsive to citizens? needs. The USAID Alternative Development Program is a major component of the U.S. Government?s assistance to the Islamic Republic of Afghanistan?s (IRoA) counter-narcotics strategy. The IRoA is committed to achieving the total elimination of opium production in Afghanistan under a ten-year National Drug Control Strategy (NDCS) that aims at a 70% reduction of opium poppy cultivation by August 2008, and a complete elimination by 2013 in areas where alternative development has been made sufficiently available. Achieving this goal requires a multi-faceted, coordinated effort under IRoA direction that focuses on good governance, including the rule of law, extension of state presence into the rural areas, and increased investment to stimulate growth and employment in the rural economy.

USAID places Alternative Development Field Managers (FM) within the Provincial Reconstruction Teams. The USAID field Manager at the PRT is responsible through the field office management in Kabul and then to the USAID Mission Director. The Mission of the field office program is to ensure USAID Mission successfully achieves its strategic objectives in the field by assisting USAID programming and achieving unity of effort with other USG agencies, international actors, local government, and local communities.

This is a term appointment not to exceed five years. Candidates appointed under this announcement who meet the service and performance requirements MAY BE eligible for conversion to Career Candidate status after two years of service in Afghanistan. Note: An employee who is approved for a change from a Non-Career appointment to a Career Candidate appointment must be converted to Career Candidate status at no higher than the FS-02 level.

Benefits associated with service in Afghanistan include 35% danger pay, 35% post differential, and Sunday differential. In addition, the FICA and federal income tax will be withheld by USAID. During a year period you will be entitled to two Rest and Recuperation trips (R&R) and two Regional Rest Breaks (RRBs). DUTIES:

1. Under the general direction and supervision of the Alternative Development and Agriculture (ADAG) Office Director, or his/her designee, in Kabul, the Alternative Development Field Manager (FM) will manage and resolve technical and implementation issues and programs pertaining to alternative development in Afghanistan. Activities managed include, but are not limited to, business development, agricultural development, private sector development, enterprise development and other economic initiatives centered on expanding the licit economy. The Alternative Development FM coordinates and integrates USAID field activities within the Alternative Development Program (ADP) region assigned. The FM provides oversight of USAID partners implementing programs in the field; ensures that Mission activities are coordinated with, complementary to, and supportive of the assistance activities of other USAID programs and other U.S. government agencies; and ensure the design and implementation of all USAID activities are coordinated with Afghan counterparts, international organizations and donor activities in Afghanistan.



2. Representation, Coordination, Technical Advice, and Policy Dialogue: The Alternative Development FM represents USAID in her/his assigned ADP Region in the ADP led activities including economic development of agriculture, trade, policy, environment, education, and enterprise sub sectors. S/he participates in, coordinates, and manages USAID inputs into alternative development assessments conducted in conjunction with the IRoA, other USG agencies, international organizations, or other donors. The FM establishes and maintains high level contact with the ADP regional Government officials, international organizations, and other USG representatives in the region.



3. Strategy Development: Provide planning, analysis, evaluation and technical advice and recommendations to the USAID Office of Alternative Development and Agriculture and senior Mission management in Afghanistan, on strategies for alternative development , and the design, management and implementation of alternative development. Tracks and regularly reports on progress toward achieving the goals of the USAID alternative development programs in the assigned AD Region. Participates in the reporting for the Mission Performance Plan; Annual Reports; Congressional Notifications; and other strategic planning and reporting documentation for Afghanistan.


 

4. Program Management and Oversight: The Alternative Development FM will manage and provide technical guidance on USAID?s portfolio of alternative development activities in the AD regions, including: negotiating work priorities; expediting activity implementation matters; identifying and resolving program issues; monitoring that development activities are carried out in a technically-sound, timely, and cost-effective manner; assigning responsibility for program management and implementation actions to FSN staff as appropriate; and assuring that activities are carried out in accordance with all applicable Mission and Agency directives and requirements. This will include serving as a Cognizant Technical Officer (CTO) for one or more multi-million dollar alternative development contracts being implemented by US-based contractors. Perform a mentoring role in providing technical advice and recommendations to USAID?s partners regarding the design and implementation of alternative development activities planned or being carried out in Afghanistan. This includes chairing workshops and other meetings related to implementation of the ADP. The FM insures the effectiveness of program implementation through monitoring via site visits and review of technical reports.


 

5. General Management: The Alternative Development FM will continuously gather and report on information about the alternative development situation in the assigned region of ADP for a variety of audiences including USAID/W, US State Department and other USG organizations, US Congress, and for general public information. Provide mentoring, staff development, supervision to one or more Foreign Service National (FSN) professional staff. Prepares and issues necessary internal USAID program implementation documentation for smooth program implementation, including Action Memos, Modified Acquisition and Assistance Documents (MAARDS), technical directives and required reporting. Assists with the preparation and submittal of the annual evaluation of contractors? performance as required. Manages all assigned work either independently or, as required, as part of a team according to established Mission policies, practices and programmatic guidance; and in accordance with all applicable USAID regulations and guidance. The FM may participate in the gathering of information for baseline and annual statistics on the progress of the development program. Other aspect of monitoring and evaluation may be required as well. The FM is expected to make independent judgments that can be defended as necessary.



The FM will be stationed at a Provincial Reconstruction Team (PRT) site with other US government civilian and military representatives. He/she will provide direct oversight to an implementing ADP contractor who works from offices close to the PRT. Each PRT has a USAID representative that acts as a field program officer with responsibility for assisting with management and implementation of USAID project. The PRT staff may include State Department and USDA representatives as well The FM will have frequent contact with the Contractor and will be fully informed on the activities being implemented. The FM will meet with, give briefings to, and provide insight on the progress of the ADP in the region where assigned.

ORGANIZATIONAL OVERVIEW:

THE UNITED STATES CAPITOL POLICE (USCP) is a law enforcement agency in the Legislative Branch of the Government. Our mission is "To protect the Congress, its legislative processes, Members, employees, visitors, and facilities from crime, disruption, or terrorism. We protect and secure Congress so it can fulfill its constitutional responsibilities in a safe and open environment." DUTIES:

This position serves as a supervisor in the System Operations Section (SOS), Physical Security Division (PSD), Security Services Bureau (SSB), U.S. Capitol Police (USCP). The position is responsible for directing Physical Security Specialist staff in securing network and database programming and data entry specializations who are engaged in ensuring the integrity of databases of the USCP fully integrated security management system (alarm, access control and camera systems). The incumbent manages and provides authoritative guidance for the Bureau's security system LAN/WAN. Identifies, manages, and controls all security LAN/WAN hardware and software configurations.

Supervises employees in Section that participate fully in designing, installing and maintaining components and assemblies of the computer-based electronic security systems used by the U.S. Congress. Directs staff in adapting security network equipment and databases to meet new and varying needs of Capitol Complex security systems. Provides administrative and technical supervision necessary for accomplishing the work of the unit.

PAY AND BENEFITS:

This position is within the Legislative Branch of government. It is not a general schedule (GS) position. Civilian USCP employees are paid in accordance with an established pay schedule. THE UNITED STATES CAPITOL POLICE (USCP) is a law enforcement agency in the Legislative Branch of the Government. PAY AND BENEFITS:

This position is within the Legislative Branch of government. It is not a general schedule (GS) position. Civilian USCP employees are paid in accordance with an established pay schedule. They are covered by the same benefits as other branches of the Federal government including: health and life insurance, Thrift Savings Plan (similar to "401K" plans), disability, leave programs, flexible spending accounts, long term care insurance, holidays, etc. Civilian employees are covered under Congressional retirement. Upon receipt of proper certification, sick leave balances will be transferred from other branches of the Federal government. Various Work Schedules

DUTIES:

The incumbent is a Lead Mechanical Engineer for energy and water conservation projects, which include energy savings performance contracting (ESPC), energy audits, implementation of the Capitol Complex Building Automation System (BAS), Energy Management and Controls System (EMCS), and other projects involving the planning, design, installation, replacement, modernization, inspection and/or testing of energy consuming systems serving buildings under the jurisdiction of the Architect of the Capitol (AOC).

Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Incumbent is the main liaison for legislative programs such as Greening the Capitol, Energy PolicyAct, and other legislation. Plans, prioritizes, assigns and schedules work to be accomplished by the Energy and Sustainability Team staff in short term, quarterly and annual basis. Identifies, distributes, and balances workload and tasks among employees in accordance with established workflow, skill level, and/or occupational specialization. Makes adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensures each employee has an integral role in developing the final team product.

Serves as a Project Engineer for energy conservation projects and programs and is responsible for performing major functions including engineering for the upgrade and application of the BAS/EMCS, identifying and implementing energy conservation projects, developing training and awareness of energy conservation issues. Identifies, researches, analyzes and implements or directs implementation of energy conservation measures which may include energy savings audits, performance contracting, or specifying energy conservation measures for lighting, HVAC, hot water systems, etc.

Reviews in-house design for cross jurisdictional consistency, requiring concept level reviews of all energy and sustainability work in the agency. Reviews and critiques designs developed by associate architects and engineers, and reviews the submittals from and performance of contractors, to ensure compliance with the program/project requirements and with nationally recognized and organizationally adopted codes, standards or directives as adopted by the AOC. Provides oversight and direction to associate architects and engineers performing surveys, studies, designs, etc., for the AoC.

Serves as a design consultant to project managers, managers, and others to analyze design requirements and ensure that all technical areas are covered. Coordinates the design of mechanical equipment with features designed by others to ensure it conforms to related design plans. Leads troubleshooting efforts in field of specialty.

Assesses project progress and maintains liaison between the various engineering activities in the engineering work involved in the assignments in areas such as energy programs. Investigates alternatives when program changes or engineering compromises must be made. Serves as a project manager on projects with an energy emphasis.

Provides oversight of work performed by contractors. Reviews studies, plans, specifications, and cost estimates for technical adequacy. Reports progress and/or problems. Where deficiencies are noted, directs necessary changes, resolves controversial problems, assures conformance to plans and specifications, and furnishes other assistance as required. Any changes or problem resolution must be within the scope of the contract or recommended to the contracting officer as a modification to the contract.

Gathers information and formulates mechanical engineering recommendations based on substantial analysis and evaluation of major issues. Incorporates scientific and technical comments into the proper format for team reviews. Prepares attendant correspondence and status reports for submissions and applications under review. Prepares reports that evaluate and summarize significant points.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of project management techniques in support of facility-related mechanical engineering initiatives.

Knowledge of mechanical engineering and energy and water conservation design principles, concepts, and practices.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

BASIC REQUIREMENTS

A. Applicants must show successful completion of a professional engineering curriculum leading to a bachelor's or higher degree in engineering in an accredited college or university. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and advanced courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. A combination of education and experience - college-level education, training and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good theoretical and practical understanding of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional Registration: current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions), are eligible only for positions that are within or closely related to the specialty field of their registration.

2. Written Test: evidence of having successfully passed the Engineer- in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Puerto Rico, and Guam.

3. Specified Academic Courses: successful completion in an accredited college or university of at least 60 semester/90 quarter hours of courses in the physical, mathematical, and engineering sciences and in engineering. These must have included the courses specified in the basic requirement.

4. Related Curriculum: successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology may be accepted in lieu of a degree in engineering, provided the candidate has at least one (1) year of professional engineering experience acquired under professional engineering supervision and guidance. (The above examples of related curricula are not all-inclusive.)

The incumbent serves as a Communication Specialist for the United States Capitol Visitor Center (CVC). The incumbent is responsible for specific communications functions for the CVC that will fulfill its mission of security, visitor comfort, and education as stated in the charter.

Identifies specialized requirements to support internal and external communication initiatives for the CVC. Works with the Marketing and Communications Manager in developing and implementing plans for information dissemination including a variety of descriptive information about the CVC's mission and issues affecting the CVC. Reviews public program information to ensure 'voice' and 'tone' are computable with the CVC's mission. Solicits information from staff to update the content on the CVC website. Authors internal communication pieces, such as facility and operational updates, etc. Works on specific communication projects as directed, such as CVC fact sheets and issues-based talking points.

Researches and/or analyzes unstable or complex program issues that are related to supporting both the internal and external communication requirements of the CVC. Based on conditions and factors that relate to the subject program and related programs, determines what information is required, and collects it from many sources. Reviews information, reconciles conflicting data, and devises new or modified methods to analyze findings. Develops recommendations and proposals.

Manages special projects involving gathering the right people together to solve an issue or plan for an event. This involves articulating the issue, ensuring issues are discussed in full at meetings, and managing the process until the issue is resolved. Accomplishes actions involved in completing assigned projects and recommending priorities. The incumbent is an Energy Engineer for energy and water conservation projects which include energy savings performance contracting (ESPC) energy audits, implementation of the Capitol Hill Building Automation System (BAS), Energy Management and Controls System (EMCS) and other projects involving the planning, design, installation, replacement, modernization, inspection and/or testing of energy consuming systems serving buildings under the jurisdiction of the Architect of the Capitol (AOC). In addition, reviews and provides technical advice for all AOC projects from an energy perspective.

Provides technical guidance to contractor counterparts on documentation requirements, including problem reports and troubleshooting plans. Assures contractor performs in accordance with established procedures and that product conforms to established specifications and requirements.

Provides advice and guidance when technical interpretation, opinion, or decisions are solicited. Consultations involve assessment of engineering design, modification, evaluations, specifications, construction or production, maintenance, improvements, repair, logistics support, operational capabilities and limitations, systems safety, or personnel training.

Prepares a variety of reports, opinions, transmittals, position papers, and other written documentation that support research findings and recommendations in the mechanical engineering and regulatory areas, for audiences including the regulated industry, Congress, Department officials, and others.

Develops and designs systems for a broad range of inter-disciplinary activities and/or specialized functions that cut across conventional lines of engineering, such as civil, mechanical, electrical, or electronics engineering; computer science; mathematics; or project management.

KNOWLEDGE, SKILLS, AND ABILITIES:(The KSAs below may not apply at all grades)

DUTIES:

This position is located in the House Office Building, Superintendent's Office. The incumbent Conceives, designs, and develops specifications and estimates for facilities, structures, systems, and/or equipment.

Provides technical guidance to contractor counterparts on documentation requirements, including problem reports and troubleshooting plans. Ensures that the contractor performs in accordance with established procedures and the product conforms to established specifications and requirements.

Plans, directs, and controls a designated development project and allocates agency resources to accomplish the project within a specific time frame. Exercises centralized authority and control over the management of resources such as funds, contracts, priorities, schedules, personnel, and facilities.

Develops and designs technology, equipment, components, or systems for a broad range of inter-disciplinary activities and/or specialized functions that cut across conventional lines of engineering, such as civil, mechanical, electrical, or electronics engineering; computer science; mathematics; or project management.

Performs facilities engineering management duties that include guidance, development, and coordination of programs for the planning, design, construction, and maintenance of facilities and structures.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

BASIC REQUIREMENTS

A. Applicants must show successful completion of a professional engineering curriculum leading to a bachelor's or higher degree in engineering in an accredited college or university. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and advanced courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. A combination of education and experience - college-level education, training and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good theoretical and practical understanding of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional Registration: current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions), are eligible only for positions that are within or closely related to the specialty field of their registration.

2. Written Test: evidence of having successfully passed the Engineer- in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Puerto Rico, and Guam.

3. Specified Academic Courses: successful completion in an accredited college or university of at least 60 semester/90 quarter hours of courses in the physical, mathematical, and engineering sciences and in engineering. These must have included the courses specified in the basic requirement.

4. Related Curriculum: successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology may be accepted in lieu of a degree in engineering, provided the candidate has at least one (1) year of professional engineering experience acquired under professional engineering supervision and guidance. (The above examples of related curricula are not all-inclusive.)

ADDITIONAL EXPERIENCE REQUIREMENTS

In addition to meeting the basic entry qualification requirements, applicants must have had one (1) year of specialized experience equivalent to at least GS-12.

DUTIES:

This position is located in the Archtiect of the Capitol, Office of the Chief Operating Officer, Superintendent, Capitol Building, Capitol Maintenance Division and the CVC Transition Team. The incumbent is an Air Conditioning Equipment Mechanic and performs duties involved with installation, maintenance, and repair of systems providing a variety of air conditioning and refrigeration functions including heating, cooling, cleaning, filtering, and circulating to condition the air. Incumbent may rotate through the Day Branch, the Night Branch, and the Preventive Maintenance Branch as assigned.

Examines complex air conditioning systems in order to troubleshoot, locate, and repair faulty equipment such as compressors, reciprocating, centrifugal, or rotary pump, and a variety of refrigerant controls. Dismantles, repairs, and reassembles units such as pumps, impellers, compressors, chillers, receivers, evaporators, a variety of compressors such as gear, reciprocating, centrifugal, or rotary pump, and a variety of refrigerant controls such as those with low and high pressure side floats, automatic thermostatic expansion valves, capillary or choke types, and those based on volume or quantity changes.

Maintains a variety of commercial and industrial systems. Works on a variety of commercial and industrial systems. Installs, maintains, troubleshoots, and repairs systems using mechanical compression, vapor, steam, and air cycle methods to heat, cool, humidify, clean, filter, circulate, and condition the air to levels required for a variety of facilities. Installs refrigeration, air conditioning, steam operated kitchen equipment, and exhaust fan equipment by connecting lines, controls, compressors, evaporators and condensers, steam lines and valves, and charges system with proper refrigerants and oils. Operates equipment and checks system for leaks and ensures proper operations and required temperature levels.

Plans test procedures. Uses test meters, precision measuring instruments, and test procedures to identify components and parts requiring repair or replacement. Identifies defective or worn parts and improper adjustments and settings. Fabricates new parts or reconditions old parts when new parts are not available such as shafts, holding brackets, pulleys, and pipe fittings by using lathe, grinder, and other required machine tools.

DUTIES:

This position is located in the Bureau for Europe and Eurasia, the Office of Eurasian Affairs (E&E/EA) and provides USAID/Washington with resident expertise on Eurasia country conditions and on USAID’s programs in those countries. E&E/EA has responsibility for communication and information flow, representation, input to program policy and strategy coordination, and program coordination for the countries in this area.

Duties include:

Receives, schedules, refers, and contacts members of the staff, agency, and persons outside the agency ranging from other government agencies to the general public.

Serves as the organization's liaison to the budget and/or finance office to provide information, monitor budgets, submit requests or changes, and similar activities. Assembles and compiles preliminary data for use by the staff in estimating funds needed for the unit's program and activities. Based on information received from the staff, assists in the compilation of the annual budget which is submitted for review and approval. Maintains operating plan records showing allocations and current status of allotted funds. Keeps the staff informed of surpluses and deficits and make adjustments as directed. Reviews and monitors output reports generated by the automated budgeting system. Makes final audit of time and attendance reports, expense accounts, and other vouchers; determines that necessary funds are available and that expenditures are in accordance with fiscal regulations. Assembles accounting data and complies periodic or special financial, statistical, and other unit reports.

Serves as the organization's liaison on office support services.

Schedules appointments, meetings, and/or conferences with subordinate units.

Performs training support duties such as the coordination, scheduling, and acquisition of training, and/or the maintenance of training records and files.

Performs work involving the collection, compilation, and/or tracking of data and statistical information in support of an organization's program operation.

Performs office automation duties using such software applications as electronic mail, desktop publishing, calendars, spreadsheets, databases, and/or graphics.

KNOWLEDGE, SKILLS, AND ABILITIES:

Ability to gather and compile data, including numerical data for reports.

Knowledge of agency administrative support procedures such as those established for obtaining and monitoring the use of services, supplies, equipment, or personnel.

Ability to understand an organization and its functions in order to establish file systems, refer phone calls and visitors, and provide general and non-technical information.

Knowledge of office administrative practices and procedures.

Knowledge of program support practices and procedures.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Qualifying experience for the GS-8 level includes one (1) year of specialized experience equivalent to the GS-7 level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position as described above, and that is typically in or related to the position to be filled. Examples are assisting in the planning, review, and reporting of data/statistical results of program or project studies; or maintaining an automated system of program-specific data to track information such as milestones, progress reports, funding accomplishments, and compliance strategies.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirements for the GS-8 level may be met by completion of 18 months of graduate level education that is directly related to the work of the position.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.

PROFICIENCY REQUIREMENT: Applicant must be able to type 40 words per minute.
